Enable guest setup for a VM template

To prepare templates for guest setup

1. In private cloud use a template with support for cloud-init (configuration drive) support or hypervisor guest tools installed
   1. Cloud-init version 0.7.9 or above, or cloudbase-init
   2. Cloud-init VM with <= 3 hard disks on the IDE controller to attach an ISO disk for cloud-init
2. Edit the template:
   
   1. Select the appropriate Guest setup option (Cloud-Init or Hypervisor tools)
   2. Optional: Select "Set initial guest password"
