Display optional information message on VM backup tab

To display an optional information message on the Backup tab when the user edits a VM:

1. Edit the lang_en_US_custom.json file and set the message text for the backupconfiguration.policy.disclaimer.label key.

The backup policies disclaimer label displays at the top of the Backup popup
