VM template and VApp spec scopes
This section is a summary of scope functionality for VM template and VApp specs.
When you create a template or spec, it is only available in the owner enterprise, where the template or spec was created
It is always available in the owner enterprise
To edit templates and specs the administrator must log into or switch to the owner enterprise
The template or spec’s scope does not affect which users can edit the template or spec
To share a template or spec, the administrator can select their own scope or any scopes in their tenant hierarchy
The administrator can’t change the template scopes to remove access to templates in use by other enterprises (in VMs or instances)
To use templates and specs, the user must be in the owner enterprise, or the user’s enterprise must be in the template or spec’s scope
For specs, the datacenter must also be in the spec’s locations

Pricing model scopes
This seciton is a summary of scope functionality for pricing models.
When you create a pricing model it has your scope. This is the scope of the owner user, who created it
To display and edit pricing models an administrator must have the same scope as the owner user
You cannot change a pricing model’s scope or display it in the UI
The administrator can assign the pricing models that they can access to enterprises, and the pricing model’s scope does not affect the use of the pricing model
An enterprise that has a pricing model can view the pricing model in the Pricing view
Administrators in an enterprise with Pricing privileges can select the enterprise’s pricing model and open the edit dialog to display the prices
