Remove NICs with hot reconfigure

In Abiquo 4.5 users can remove NICs with hot configure, whereas in previous versions this functionality was blocked in the user interface.

In Abiquo, administrators can edit VM templates and activate hot reconfigure if the OS and template support hot reconfigure.
